The General Assembly is the supreme governing body of the EBU – the organisers of the annual Eurovision Song Contest. All member broadcasters are invited to attend.

The Assembly meets twice a year: the summer session is open for all Members and Associates and is hosted by a Member organisation; the winter session is limited to Members and is held in Geneva.

The General Assembly is described as defining overall strategy and approving finances, which implies standard agenda blocks on governance, budgets, and strategic projects, as in previous years.​

Multiple outlets and the EBU itself state that the Israel/Eurovision issue has been explicitly added to the December General Assembly agenda:

The EBU’s own statement about cancelling the extraordinary November vote says the question of Israel’s participation in Eurovision 2026 has been “added to the agenda of the regular winter General Assembly” in December.​

Broadcaster and fan‑media coverage notes that this discussion and any decision on Israel’s participation will take place at the General Assembly. there is no vote scheduled, though many sources have stated that if the rule changes proposed along with a general discussion fail to result in agreement, this might need to be considered.​

No news release, fan‑media piece or social post discussing the 95th Assembly and the Israel/Eurovision question has published a roll‑call of which directors general or other named executives will speak, only that member broadcasters from 56 countries are invited.

Given the EBU’s description of the winter Assembly as a members‑only governance meeting, it is reasonable to infer that the full agenda is treated as confidential internal material rather than being made public in advance.
